It's not every day Canada's Prime Minister challenges Premiers to sue him or be sued by him and I assume his Finance Minister whose opinion piece in the Chronicle Herald raised Rodney MacDonald ire.
Why Stephen Harper has gone to this length is open to conjecture. That what was a debate has now gone far beyond the quiet discussion stage is clear.
Were you sitting on a jury where would you see the burden of proof resting:
ON THE PROVINCES THAT THE BUDGET DID NOT MEET THE TERMS OF THE CONTACTS?
ON THE FEDERAL GOVERNMENT THAT THERE WOULD BE NO LOSS THROUGH BREAKING THE CONTRACTS?

Should you prefer a simpler judgement is to decide which of the two choices below would you believe to be correct:
A contact made ought to be honoured unless both parties agree?
