More effective expenditure of $172 Million

	The power to legislate matters for the "peace, order and good government" of Canada is the major power granted to the Parliament in the opening words of section 91 of the Constitution Act, 1867
	The Canadian Firearms Centre is being allocated $172 million to cover its costs until this time next year, not one cent of which will have impact on those using guns in the commission of crimes. Though rehabilitation is the primary focus of our justice system it is worth considering whether these tax dollars might be better spent more effectively.
	"It costs about $66,381 annually to incarcerate a male adult...in a federal penitentiary," according to Correctional Services Canada,
	Spending $172 million to register shotguns and rifles to many is a waste. Having these tax dollars used to pay for 2,500 man years of incarceration of those misusing guns in acts of violence would meet with little opposition and go much farther in bring much needed peace and order to our cities.
	That such action will not be taken is a reflection on the quality of the present Government.
