Seniors Benefit proposal adds credibility to Copps' contention

  The indisputable fact that then Finance Minister Martin's proposal that
  "The new Seniors Benefit will replace the Old Age Security (OAS) and the Guaranteed Income Supplement (GIS) benefits, starting in 2001."
  was deep-sixed AFTER much publicity adds credibility to Copps' contention he was considering altering other social security programmes.
   
  At least to some of us who could not have afforded to retire had his plan been implemented.
