A favourable vote by two-thirds of the delegates at a General Meeting is necessary to alter a constitution, a fact well known to Stephen Harper in that last weekend a suggested change to the CA Constitution, while obtaining over 65 % support, was defeated. |

Harper's plan to run a single candidate against the Liberals could not be met by Joe Clark at their meeting. Stephen well knew this when he presented it to Joe. He was asking the impossible. |
