The possibility of small pox being used as a biological weapon exists. Plague, botulism, |
tularemia, viral hemorrahagic fevers and ricin are all potential threats as well and at a | |
higher probability level in that they are more readily available to terrorists.1 | |

1,725,000 doses of small pox vaccine are currently available in Canada. They have been |
considered adequate since the disease was exterminated outside specimens in American | |
and Russian laboratories in the 1970s. | |

Two questions can be asked about plans to spend up to $123 million on enough smallpox |
vaccine to inoculate every Canadian.2 | |

Is the capability of vaccinating everyone in Canada in place? For without the delivery |
systems being available in local areas the vaccine has no practical value. | |

Are similar steps being taken to prepare for the possibility of other diseases being used as |
weapons? For if not limited protection is being provided. | |

Unless the answers to these questions are unequivocally |
"Yes, delivery systems are in place to counter all potential biological attacks" |

only one conclusion can be arrived at. The proposed expenditure's aim is not providing | |
Canadians with medical protection but misleading them through creating the perception | |
that the Federal government is doing so. | |
