The possibility of small pox being used as a biological weapon exists. Plague, botulism,
tularemia, viral hemorrahagic fevers and ricin are all potential threats as well and at a
higher probability level in that they are more readily available to terrorists.1

1,725,000 doses of small pox vaccine are currently available in Canada. They have been
considered adequate since the disease was exterminated outside specimens in American
and Russian laboratories in the 1970s.

Two questions can be asked about plans to spend up to $123 million on enough smallpox
vaccine to inoculate every Canadian.2

Is the capability of vaccinating everyone in Canada in place? For without the delivery
systems being available in local areas the vaccine has no practical value.

Are similar steps being taken to prepare for the possibility of other diseases being used as
weapons? For if not limited protection is being provided.

Unless the answers to these questions are unequivocally
"Yes, delivery systems are in place to counter all potential biological attacks"
only one conclusion can be arrived at. The proposed expenditure's aim is not providing
Canadians with medical protection but misleading them through creating the perception
that the Federal government is doing so.
