With less than 50cc. of engine displacement and limited in speed this vehicle is classed as a bicycle and as such does not require a special drivers license. Surprising that the moped is not more popular in North America but in Europe they are and have been extremely popular for decades.

This used to be the end of Moray, until the City marched it straight South. . . . . across a golf course, not a popular decision. Winnipeg is not a lot different from other urban centres as the conflict between its citizens and the use of the land seems to be increasingly selfish problem.
